DARPA hopes a $51 million network simulation, complete with computer programs that behave like human targets and adversaries, will provide the perfect arena for developing the next generation of cyberwar weapons and tactics.

The National Cyber Range (NCR) project will now move forward to Phase II, and some hefty contracts were inked yesterday. Lockheed scoops $30.8 million, while another $24.8 million goes to the Johns Hopkins University Applied Physics Laboratory.
